Government Spending As many Federal departments and agencies lurch into an era of running without funds, the leaders of both parties of Congress are spending less and less time searching for a compromise to balance the budget, and more and more time deciding how to use it to their advantage on the campaign trail. Meanwhile money is easily borrowed to pay for government overhead. In an attempt to change this, on June 29, Congress voted in favor of HConRes67 that called for a 7 year plan to balance the Federal Budget by the year 2002 (Hager 1899). This would be done by incorporating $894 billion in spending cuts by 2002, with a projected 7 year tax cut of $245 billion. If this plan were implemented, in the year 2002, the U.S. Government would have the first balanced budget since 1969. There is doubt by citizens that a balanced budget will become reality. A recent Gallop Poll from January, 1996 showed the budget as the #1 concern among taxpayers, but 4/5 of those interviewed said they doubt the GOP will do the job (Holding 14). Meanwhile, an ABC poll from November reported that over 70% of those polled disapprove of the current performance by Congress, and most blamed politicians for failure to take action (Cloud 3709). These accusations of failure to follow through come with historical proof that Congress and Clinton have failed to compromise and resolve the issue. After all, current budget plans are dependent on somewhat unrealistic predictions of avoiding such catastrophes as recession, national disasters, etc., and include minor loopholes. History has shown that every budget agreement that has failed was too lax. One might remember the Gramm-Rudman-Hollings bill that attempted to balance the budget, but left too many exemptions, and was finally abandoned in 1990 (Weinberger 33). So after a pain-staking trial for GOP Republicans to create, promote, and pass their budget, as promised on campaign trail 94, Clinton rejected the very bill he demanded. This essentially brought the federal budget back to square one. Clinton thought such a demand on Republicans to produce a budget would produce inner-party quarrels and cause the GOP to implode. Instead, they produced a fiscal budget that passed both houses of Congress, only to be stalemated by a stubborn Democratic President Clinton. Meanwhile, Clinton bounced back with a CBO scored plan with lighter, less risky cuts to politically sensitive areas like entitlements. Clinton's plan also saved dollars for education and did not include a tax increase, but most cuts would not take effect until he is out of office, in the year 2001. Although Clinton is sometimes criticized for producing a stalemate in budget talks, the White House points out that the debt has gone down since Clinton took office, with unemployment also falling. Republicans are quick to state that Clinton originally increased taxes in 1993 and cut defense programs, but his overall plan was for an increasing budget without deficit reduction. Startling Facts about the budget: As of 1996, the national debt was at an all time high of $5 trillion dollars, with interest running at a whopping $250 billion per year (Rau M-1). This equals out to an individual responsibility of more than $50,000 per taxpayer. Nearly 90% of that debt has accumulated since 1970, and between 1980 and 1995, the debt grew by 500%. Currently, the debt grows by more than $10,000 per second (Rau M-l), and at current rates, a baby born in 1992 will pay 71% of his or her income in net taxes. At current rates, our government is about to reach its breaking point. If that's not enough to scare a taxpayer, by 2002, 60% of government spending will be for entitlements, and by 2012, these programs are projected to take up all government revenue (Dentzer 32). Not only economic development, but also family income is hurt by debt. With the cost of living going up, it becomes harder to find a job. According to the Concord Coalition, real wages peaked in 1973 and have gone down ever since. If the economy grew as fast as it did in 1950, without a debt, the median family income would be $50,000, compared to the present median of $35,000 (Rau M-1). As of current fiscal year's budget, the United States government spends $1.64 trillion yearly. $500 billion of that, or 1/3 of the total, is for discretionary spending (Rau M-1). The major papers in New York, Los Angeles, and Chicago echoed this story. Yet, as reported by Murray on August 9, 2006 in The Washington Post there were other issues on the minds of Connecticut voters such as labor unions, free trade, and women's rights. The mob mentality had left these issues behind because the story that had the legs was the story on the war. Sometimes you can see the mob move by just looking at the sheer volume of coverage on an event. By the first week of August 2006 the major news outlets had the nation riveted on the Democratic primary and focused on the race between Lieberman and Lamont. The Associated Press was pumping out 10 stories a day covering the race and the major dailies were following suit. The NY Times was contributing about 4 a day and the Washington Post was adding another 2 (LexisNexis). By the first week of October 2006 the AP had dropped to less than 10 stories for the entire week. That week, the Washington Post did not even cover the non-event. The last week of October 2006, with the election drawing near, had again seen a modest increase in coverage by both the AP and the New York Times (LexisNexis). By the beginning of September the news of Lieberman and Lamont was already getting scarce. It was often hard to locate the source of the story, but it was certainly getting incestual. Similar stories from Chicago and New York indicate that the news was being drawn from a common pool. The New York Times led a story on September 2, 2006 with, "An independent group, Vets for Freedom, will begin sponsoring television commercials [...] thanking him (Lieberman) for his support of the war in Iraq" (Medina, 5). On September 6, 2006 the Chicago Sun Times relayed the same story that led off with, "Vets for Freedom, an independent group [...] will air an ad in Connecticut [...] thank the incumbent for backing the conflict" (Miga). It's obvious that both papers were drinking from the same well. A September 9, 2006 AP story begins, "[...] Ned Lamont, who recently denounced Sen. Joe Lieberman for his public scolding of President Clinton over the Monica Lewinsky affair, lauded the senator at the time for his eloquence and moral authority" (Reitz). The New York Times of the same date worded it this way, "Ned Lamont, who this week chastised Senator Joseph I. Lieberman for his public rebuke of President Clinton during the Monica Lewinsky scandal, wrote to Mr. Lieberman at the time praising the eloquence of his speech on the Senate floor" (Medina, 4). The NY Times took full credit for the story with no acknowledgment for the AP material. The majors had run out of wire stories and the Times was lost for words, but they hadn't lost their thesaurus. Past Trends of Training and Development WHAT EXACTLY RECESSION IS In economics, a recession is a business cycle contraction, a general slowdown in economic activity over a period of time. During recessions, many macroeconomic indicators vary in a similar way. Production as measured by Gross Domestic Product (GDP), employment, investment spending, capacity utilization, household incomes, business profits and inflation all fall during recessions; while bankruptcies and the unemployment rate rise. Recessions are generally believed to be caused by a widespread drop in spending. Governments usually respond to recessions by adopting expansionary macroeconomic policies, such as increasing money supply, increasing government spending and decreasing taxation. ABOUT TRAINING AND DEVELOPMENT Training is an act of increasing knowledge and skills of an employee for doing a particular job. Its purpose is to achieve a change in the behavior of those trained and to enable them to do their jobs better. Training is necessary for the newly appointed employees and its equally necessary for the old employee whenever new machines or new technology is introduced in the job. Training is a continuous process. Development is career-centered in nature. All development is self- development. In this way, they do not lose time while they are learning. After a plan is developed for what should be taught, employees should be informed of the details. The first several days on the job are crucial in the success of new employees. This point is illustrated by the fact that 60 percent of all employees who quit do so in the first ten days. The key members in the department, and how the department helps fulfill the mission of the company. Personnel rules and regulations. Verbal presentations Some companies use this method while others have written presentations. Many small businesses convey these topics in one-on-one orientations. Lectures present training material verbally and are used when the goal is to present a great deal of material to many people. It is more cost effective to lecture to a group than to train people individually. Lecturing is one-way communication and as such may not be the most effective way to train. Also, it is hard to ensure that the entire audience understands a topic on the same level; by targeting the average attendee you may undertrain some and lose others. Despite these drawbacks, lecturing is the most cost-effective way of reaching large audiences. Role playing and simulation are training techniques that attempt to bring realistic decision making situations to the trainee. Likely problems and alternative solutions are presented for discussion. The adage there is no better trainer than experience is exemplified with this type of training. Experienced employees can describe real world experiences, and can help in and learn from developing the solutions to these simulations. This method is cost effective and is used in marketing and management training. Audiovisual methods such as television, videotapes and films are the most effective means of providing real world conditions and situations in a short time. One advantage is that the presentation is the same no matter how many times its played. This is not true with lectures, which can change as the speaker is changed or can be influenced by outside constraints. The major flaw with the audiovisual method is that it does not allow for questions and interactions with the speaker, nor does it allow for changes in the presentation for different audiences. Job rotation involves moving an employee through a series of jobs so he or she can get a good feel for the tasks that are associated with different jobs. It is usually used in training for supervisory positions. The employee learns a little about everything. This is a good strategy for small businesses because of the many jobs an employee may be asked to do. Apprenticeships develop employees who can do many different tasks. They usually involve several related groups of skills that allow the apprentice to practice a particular trade, and they take place over a long period of time in which the apprentice works for, and with, the senior skilled worker. Apprenticeships are especially appropriate for jobs requiring production skills. Internships and assistantships are usually a combination of classroom and on-the-job training. They are often used to train prospective managers or marketing personnel. Programmed learning, computer-aided instruction and interactive video all have one thing in common: they allow the trainee to learn at his or her own pace. Also, they allow material already learned to be bypassed in favor of material with which a trainee is having difficulty. After the introductory period, the instructor need not be present, and the trainee can learn as his or her time allows. These methods sound good, but may be beyond the resources of some small businesses. Laboratory training is conducted for groups by skilled trainers. It usually is conducted at a neutral site and is used by upper- and middle management trainees to develop a spirit of teamwork and an increased ability to deal with management and peers. Destiny in Madame Bovary à à à Destiny: the seemingly inevitable succession of events.1à Is this definition true, or do we, as people in real life or characters in novels, control our own destiny? Gustave Flaubert's Madame Bovary exemplifies how we hold destiny in our own hands, molding it with the actions we take and the choices we make. Flaubert uses Emma Bovary, the main character of his novel, to demonstrate this. Throughout her life, Emma makes many decisions, each one of them affecting her fate and by analyzing these decisions one could see from the beginning that Emma is destined to suffer. However, one can also pinpoint such decisions making events as her marriage, her daughter's birth, her adulterous relationship with Leon and her taking the poison, as times when, if she had made a different decision, her life would not have ended as tragically. à à à à à à When we first meet Emma, the future Madame Bovary, we perceive her as being a woman who is refined perhaps a bit more than the average peasant girl living on a farm. We conclude this because she attended a boarding school where she was taught "dancing, geography, needlework and piano." (p.15) Charles, on the other hand, gives her more credit than she deserves. He regards her as well very educated, sophisticated, sensitive and loving, with the last characteristic being the one she lacks most. Soon after Emma marries Charles we see her unhappiness, and we are faced with a dilemma, why did she marry him? There are numerous possible answers to this, but the end conclusion is the same: if she had not married him it would have been better for both of them. Emma would not have been so miserable and depressed throughout her life and Charles would have found someone who would return his love and who would appreciate him. Throughout the novel Emma never expresses her appreciation for her husband. On the contrary, she often expresses her loathing for him - "Charles never seemed so disagreeable to her, his fingers never seemed so blunt, his mind so dull of his manners so crude--." Reflection Paper on the Story of Job Essay
The story of Job has enlightened me on how God really is. He is not rude or a punisher, but rather a God who gives challenges that he knows his people can surpass. Job has impressed me on how he never turned his back on God despite the losses he came across in his life. If I come to think of all Jobââ¬â¢s struggles, and put my feet in his shoes, I donââ¬â¢t think Iââ¬â¢d be able to handle it. Itââ¬â¢s a bit acceptable to lose possessions, but to lose oneââ¬â¢s family is very devastating. Job lost all his animals, his house and his family, but instead of hating God, his faith in Him even strengthened. He thought that he didnââ¬â¢t have the right to question Godââ¬â¢s decisions because God is the Almighty ââ¬â the most powerful. What I also realized is that we usually remember to honor God when we are in need or when we are at our deepest sorrow. But we are ignorant in thanking God in times when our needs are fulfilled. At times, I ask God for guidance, strength and even small wishes like being able to pass in a certain subject, and I admit, I sometimes forget to thank Him. However, God is said to be forgiving and I know that no matter what challenges He gives us, his intention is to give us a lesson and correct our mistakes. Life really isnââ¬â¢t fair, but we all know that God has designed a special story for us to live in. We should just accept and adapt to what life has to offer.
